Two West Tennessee state legislators tried to pass a bill this year that would have made it a crime to conduct the kind of undercover investigation that produced video of horse abuse, resulting in federal and state charges against a Collierville walking-horse trainer and three associates.

A global operation sparked by the Department of Internal Affairs and spanning 20 countries has targeted 55 key suspects in the worldwide distribution of child sexual abuse pictures. Some were involved in the actual sexual abuse of the children depicted.
